As a way of organizing the execution of its work, the CGEE defined five Lines of Action that guide the preparation of its work agenda with the MCTIC, as the Supervisory Body of the Management Contract, namely:
Studies, Analysis and Assessments
The CGEE permanently seeks to add value to the SNCTI's high-level decision-making processes based on prospective visions obtained through modern and participatory information and knowledge management processes, and articulation of the main actors involved.
Articulation
An important aspect to be highlighted within the scope of the Center's actions is the establishment of methodological bases for networking, an important element to support the formulation of public policies. Its foundations should consider, among other issues, the need to understand and discuss the main network models born from scientific-technological, political-social and artistic-cultural experiments already existing in Brazil. The CGEE also seeks to contribute to the institutional improvement of the SNCTI, with emphasis on issues of legal certainty and regulatory framework.
Technical Support for Strategic Management of SNCTI
The institutional mission of the CGEE will be better served as subsidies are consolidated for the formulation of public policies and for the strategic management of the SNCTI, particularly with regard to: aspects related to financing (budgetary and non-budgetary sources); the improvement of legal frameworks in ST&I; the search for synergies between its main actors; and efficiency gains in programmatic management of a strategic nature.
Dissemination of CT&I Information
Public and private data and information are the main inputs for the work conducted by CGEE. Their acquisition, processing, visualization and dissemination are essential to the Center's work in improving the quality of decision-making associated with strategic issues of national interest in the area of ST&I. The number of information sources is growing exponentially at the national and international levels, requiring the Center to lead the development of tools and methods to enable the achievement of the previously highlighted stages.
This Line of Action also includes the publishing and dissemination activities of the main results obtained by the Center linked to the work carried out within the scope of its Lines of Action and nodal areas of activity.
Institutional Development
The training and continuous improvement of the technical and administrative staff of the CGEE are part of the Center's main activities, including interaction with groups of similar institutions in Brazil and abroad. Through this Line of Action, the CGEE also permanently modernizes its work methodologies (methods and tools), with a view to providing greater efficiency in the execution of its studies, analyses and evaluations.
